When you are talking to someone and the next question is: "So, how's the weather?", it's usually not a good sign for the conversation. Either there is not much else to talk about or you are boring them to hell...
There are many cases though. It might be a how's the weather I-can't-wait-to-end-this-conversation, or a how's the weather I-don't-have-time-for-more-than-this, or a how's the weather let-me-go-now-I-can't-take-this-anymore, or how's the weather I-haven't-seen-you-in-so-long-I-have-lost-touch-with-your-life, or how's the weather I-really-don't-feel-like-chatting...
David Bouchier has an interesting take on the issue. The weather is fate, you can not change it and it is something we all share... it's a neutral subject, it won't offend anyone, it would not stir up any feelings for the most part and we all care what it's like...
